PRESIDENT & CHAIRMAN OF COUNCIL

Alhaji Ahmed Idris, FCNA, FITM
President & Chairman of Council, Chartered Institute of Treasury Management (CITM)
Former Accountant-General of the Federation (2015–2023)
Alhaji Ahmed Idris is a seasoned public finance professional and the President and Chairman of Council of the Chartered Institute of Treasury Management (CITM). He served as Nigeria’s Accountant-General of the Federation from 25 June 2015 and was re-appointed for a second term in June 2019. As head of the federal treasury, he played a central role in national public finance administration and policy implementation.
Born on 25 November 1960 in Kano State, Alhaji Idris completed his early and secondary education in Kano before proceeding to higher studies. He graduated with a B.Sc. in Accounting from Ahmadu Bello University (ABU), Zaria, and holds further postgraduate qualifications, including an MBA from Bayero University Kano. His academic foundation and professional training underpin a long career across federal ministries and treasury administration.
Throughout his tenure in the federal service and as Accountant-General, Alhaji Idris is credited with advancing a number of public-finance initiatives intended to strengthen financial control and transparency. Notable among these were aggressive implementation and expansion of the Treasury Single Account (TSA), promotion of Integrated Personnel and Payroll Information System (IPPIS) uptake, the roll-out of parts of the Government Integrated Financial Management Information System (GIFMIS), and advocacy for adoption of IPSAS principles — measures intended to modernize cash management, reduce leakages, and improve public reporting.
Alhaji Idris’s service was recognised by peers in the treasury profession when he was invested as the pioneer President (post-charter) of CITM; the investiture acknowledged his leadership role in shaping institutional capacity for treasury professionals and advancing the Institute’s chartered status. He has frequently spoken publicly on treasury professionalism and capacity building for public finance personnel.
